
Jessie is associate professor in public law and human rights at Durham Law School. She has an interdisciplinary background in law and politics and adopts a socio-legal approach to her research. Jessie’s research lies at the intersection of administrative law and counter-terrorism law, with a particular emphasis on how state actors are held accountable for their counter-terrorism activities. Her recent research has adopted an administrative-justice lens to map the accountability gaps in respect of decisions taken under the United Kingdom's Prevent Duty, a programme which claims to "safeguard" individuals deemed at risk of, or susceptible to, radicalisation to terrorism. She is co-author with Fiona de Londras and Lydia Morgan of Accountability and Review in the Counter-Terrorist State, published by Bristol University Press in 2019, and author of Anti-Terrorism Law and Normalising Northern Ireland, published by Routledge in 2015, as well as more than 30 journal articles and book chapters in the field of counter-terrorism law and policy. Jessie joined the GCCS in 2025 as co-chair of its research workstream.
